高淳区中小学校(园)长绩效实施方案

  各中小学、幼儿园,各直属单位 

  为激励学校抓好办学质量,激发校(园)长自主办学的主动性,营造干事创业、争先创优的氛围,根据《市委市政府关于深入推进教育现代化建设 努力办好人民满意教育的实施意见》(宁委发〔2016〕26号)、《市政府关于进一步加强中小学教师队伍建设的实施意见》(宁政发〔2017〕84号)、《市政府办公厅关于印发南京市乡村教师支持计划(2016-2020年)的通知》(宁政办发〔2016〕116号)和《关于印发〈高淳区教育发展三年行动计划(2017-2019)〉的通知》(高政发〔2017〕121号)、《关于印发〈高淳区统筹推进城乡义务教育一体化促进优质均衡发展的实施意见〉的通知》(高政发〔2017〕122号)等文件要求,按照2018年8月27日区长办公会议精神,拟定《高淳区中小学校(园)长绩效实施方案》。 

  一、实施范围和对象 

  全区公办中小学校长、幼儿园园长 

  二、基本原则 

  (一)突出引领。体现先进教育理念、良好师德修养、厚实专业素养、较强管理创新能力。 

  (二)注重实绩。注重履行岗位职责、提升教育教学质量的实绩表现和贡献。 

  (三)激励先进。鼓励校(园)长全身心投入教育教学管理,不断提升学校领导力和文化引领力。 

  (四)公平公正。坚持客观公正、民主公开、科学合理原则,综合考核,适当向农村学校倾斜。 

  三、绩效考核标准 

  幼儿园、小学、初中、高中校(园)长绩效考核额度范围在2-5万,每年考核一次。                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                   

  四、经费保障及考核办法 

  (一)经费由区财政、镇街、学校自筹解决。 

  (二)校(园)考核办法由区教育局制定实施,校副职及中层行政人员根据校(园)长获奖等第,分别按校(园)长的一定比例(不含系数)由学校考核并报教育局审核后发放。 

  (三)学校履行师德师风建设主体责任缺失,考核等第降等。 

  (四)质量推进(均分占市比或成绩推进率等)连续两年下降,取消评奖资格,并对校(园)级领导班子进行调整 

  (五)学校违规招生,取消评奖资格 

  )学校当年发生重大安全责任事故,取消评奖资格 

  )学校主要领导违法、违纪行为,考核等第由教育局商定。 

  )凡在考核工作中弄虚作假,一经发现,取消其当年评奖资格,并根据情节追究当事人及有关人员的责任。 

  五、考核部门 

  组织人事科牵头,教师发展中心、督导办、基础教育科(托幼办)、职社教育科会同考核。 

  其他 

  本方案自2018-2019学年度起,由教育局组织人事科负责解释。 

  民办学校可参照执行。
